William G. Thiess, P.E., Director of Utilities

William G. Thiess was appointed as Director of Utilities in August 2006. He began employment with FPUA in January 1999 as a Senior Sanitary Engineer, was promoted to Water/Wastewater Supervising Engineer in March 2000, then to Director of Water/Wastewater Systems in January 2003. Prior to his employment at FPUA, Mr. Thiess accumulated 20 years of experience in environmental engineering with three consulting firms in Fort Pierce and Gainesville. He holds a Master’s Degree in Environmental Engineering from Clemson University and a Bachelor’s Degree in Environmental Engineering from Florida Institute of Technology. Mr. Thiess has served on the Board of Aldermen for the Town of St. Lucie Village since 1988 and has served almost continuously as the Town’s Mayor since 1992.

Paul Jakubczak, P.E., Director of Electric and Gas Systems

Paul Jakubczak was born in Chicago and raised in Schaumburg, Illinois. In September of 2014 he was appointed as the Director of Electric & Gas Systems at FPUA. Paul holds a Bachelor of Science degree in Electrical Engineering from the Illinois Institute of Technology and an MBA from Ashford University, and is a licensed Professional Engineer. Paul has more than 20 years of experience working in Public Power and has been employed by the City of Gastonia, NC, City of Rock Falls, IL, and Crawfordsville Electric Light & Power, IN.

Timothy E. Perkins, P.E., Director of Water/Wastewater Systems

Tim Perkins was hired as FPUA's Director of Water/Wastewater Systems in September 2006. Mr. Perkins has been a Florida Licensed Professional Engineer since 1983. Prior to his employment at FPUA, he worked for 22 years with Jacksonville Electric Authority in the water and wastewater field. Mr. Perkins also worked for Bessent, Hammack and Ruckman, Sverdrup and Parcel Consulting Engineers. He graduated from the Florida Institute of Technology with a Bachelor of Science in Environmental Engineering. Mr. Perkins is a United States Coast Guard veteran having served for 4 years.

Evelyn I. Walker, Director of Shared Services

Evelyn I. Walker has been with FPUA since October, 2001. Prior to being promoted to the Information Technology Services Manager in January, 2006, Ms. Walker was the Network Manager in the Information Technology Services department, and has now been promoted to Director of Shared Services. She graduated from Southern Illinois University at Edwardsville, cum laude, with a Bachelor of Science degree in Business Administration specializing in Management Information Systems. Ms. Walker has more than 20 years experience in various administrative, supervisory, management and information technology capacities related to shared services. She has over fourteen years working in the public sector which encompass her years with FPUA, Ritenour School District in Missouri and Edwardsville School District in Illinois. Ms. Walker has also worked several years for government contracting firms two of which were SAIC in McClean, Virigina and ISSC in St. Louis, Missouri. She is a graduate of Leadership St. Lucie, Class XXIV.

Nina B. Hurtubise, CPA, Director of Financial Services

Nina B. Hurtubise was appointed to this position in February 2008. She graduated from Fairleigh Dickinson University in 1982 with a Bachelor of Science degree in Accounting, cum laude. She has been a Certified Public Accountant since 1985. She has served as FPUA’s employee representative to the Fort Pierce Retirement and Benefit System from 2001 to 2008. Prior to her joining FPUA in 1995, Ms. Hurtubise worked for the public accounting firm of McAlpin, Curtis and Associates for five years, and was the Accounting Supervisor for New Horizons of the Treasure Coast for six years. In the 1980’s, she served as an external auditor for the City of Fort Pierce. Prior to her appointment as Director of Finance, she had served FPUA as Budget Officer, Utility Accountant, Billing Manager and Controller.
