FPUA's Board meetings are held the first and third Tuesday of every month at 4:00 pm in the Fort Pierce City Commission Chambers at 100 North US Highway 1. All meetings are open to the public.
Glynda Cavalcanti, Board Chairman
Glynda Cavalcanti is a life-long resident of Fort Pierce, Florida. She is a graduate from local schools and State universities. She received her Masters Degree from the University of Hawaii. Ms. Cavalcanti has been a CPA since 1984. She is a partner in the firm of McAlpin Cavalcanti & Lewis CPAs. Prior to becoming a CPA, Ms. Cavalcanti taught Spanish at John Carroll High School.
Ms. Cavalcanti has served on numerous boards in Fort Pierce inclding the Fort Pierce Housing Authority, the Downtown Farmers Market of Fort Pierce, Gulfstream Business Bank St. Lucie County Advisory Board and various others.

Darryl Thomas-Bey, Board Secretary
Darryl T. Bey a native of Cleveland, Ohio, has lived in Fort Pierce since July of 1994. Mr. Bey attended Max S. Hayes Vocational School in Cleveland where he studied Construction Technology, and earned a certificate of Journeyman Painter. Mr. Bey attended the Alabama School of Real Estate where he was awarded a certificate of completion of general real estate studies. Mr. Bey has worked in the construction industry for more than 40 years having had, among others, the experience of working in water treatment plants, waste water treatment facilities and nuclear power plants as a nuclear coatings technician. Mr. Bey has been a professional impresario and independent businessman with decades of successful experience in management, marketing and development. Mr. Bey has served on various boards such as the Sunrise Theatre Advisory Board, the Fort Pierce City Planning and Zoning Board, the Student Advisory Council Board of the Fort Pierce Magnet School of the Arts and the Fort Pierce Jazz & Blues Society board as board President and co-founder.

Linda Hudson, Mayor
Linda Hudson is a native of Fort Pierce, Florida. She graduated from Indian River Junior College (now State College) and continued her studies at the University of Florida where she received a B.A. in English and History. She spent 25 years in Chicago, Illinois as an association executive, initially with the American Medical Association. She retired in 1992 as a Vice President for the Illinois State Medical Society. After returning to Fort Pierce, Mayor Hudson became a member of the Downtown Farmers’ Market of Fort Pierce Board, serving as Board Secretary, and also as Chairman for four years. Mayor Hudson is a genealogy library volunteer, a member of the St. Lucie County Library Advisory Board, and most recently served as the President of the Treasure Coast Genealogical Society. Mayor Hudson was appointed to the first Citizens Budget Advisory Committee of the City of Fort Pierce in 2010 and reappointed in 2011. In both years, she served as Secretary for the Committee, which studied and made recommendations for the budgets for the City of Fort Pierce and the Fort Pierce Utilities Authority. She was elected Mayor of Fort Pierce in November of 2012 for a four year term, the first female to be elected Mayor of the City of Fort Pierce.
Rupert N. Koblegard III, Attorney
R. N. Koblegard, III has acted as general counsel for the Fort Pierce Utilities Authority since 1995. A lifelong resident of Fort Pierce, Florida, Mr. Koblegard has more than 40 years of experience as a trial lawyer and has handled most types of law in his practice. He received his legal training at the University of Florida and also has a Bachelor's Degree in Agriculture. On a personal level, Mr. Koblegard has been married to his high school sweetheart for over 50 years and has five children and twelve grandchildren.
John K. Tompeck, P.E., Director of Utilities
John Tompeck has been with FPUA for 16 years and has worked in Power Generation and Gas Operations. John holds a Bachelor of Engineering (Marine) from S.U.N.Y. Maritime College and an MBA from Seton Hall University. He is a registered Professional Engineer in the State of Florida. John has over 40 years of engineering, design, and construction senior management experience in the private and public utility business.
